General Terms and Conditions
- Eligibility Criteria:
- Consultants must have valid registration certificates from the relevant departments.
- Consultants must be listed on the Active Taxpayers List of the Federal Board of Revenue (FBR).

- RFP Document Access:
- The RFP document can be downloaded free of cost from the NHA website (www.nha.gov.pk).
- Alternatively, it can be purchased for Rs. 1,000 from the office of General Manager (P&CA), NHA-HQ, Islamabad.
- Submission Requirements:
- Proposals must follow the “Single Stage Two Envelopes” procedure (technical and financial proposals in separate sealed envelopes).
- Proposals must be submitted on or before December 12, 2024, by 11:30 AM.
- Technical and financial proposals must meet the criteria outlined in the RFP.
- Pre-Proposal Conference:
- A pre-proposal meeting will be held on November 26, 2024, at 11:00 AM, at NHA Auditorium (HQ), Islamabad.
- Due to COVID-19 restrictions, only one authorized representative per consultant can attend.
- Evaluation and Opening:
- Technical proposals will be opened on December 12, 2024, at 12:00 PM.
- Financial proposals of only those consultants who meet the technical evaluation criteria will be opened at a later stage.
- Taxation:
- All applicable federal, provincial, and local taxes, including GST, must be considered in the financial proposals.
- Taxes must be included in the quoted rates and not mentioned separately.
- Accuracy of Information:
- Providing false or unsubstantiated information may result in disqualification and legal action.
- Right to Reject:
- NHA reserves the right to reject any or all proposals under PPRA rules.
- Proposal Fee:
- A non-refundable fee of Rs. 1,000 is required to purchase the RFP documents.
- General Guidelines:
- Consultants must strictly adhere to the RFP guidelines.
